Why an item is locked after clicking Save in the Page Editing mode when AutomaticLockOnSave is set to false?

There is a special setting in the core database which is applied when an item is edited in the Page Editing mode (AutomaticLockOnSave from web.config is thereby not used):

/sitecore/system/Settings/Security/Policies/Page Editor/Keep Lock After Save

If a user has access to the Keep Lock After Save item, the item that is being edited will be locked afler editing in the Page Editing mode. The administrator always has access to the Keep Lock After Save item (if such an item exists). This means that the items that were edited by the administrator in the Page Editing mode will we locked.
